President Cyril Ramaphosa will deliver the opening address at the third annual Basic Education Lekgotla in Boksburg, Ekurhuleni, tomorrow, Monday 21 January 2019.

Hosted by Minister of Basic Education Ms Angie Motshekga, this three-day national event brings together provincial education departments, teacher unions, school governing body organisations, learner organisations, non-governmental organisations, academics, international guest speakers and   other stakeholders.
 

This year’s event is themed “Equipping Learners with Knowledge and Skills For a Changing World” and will focus on ensuring that South African are  prepared to participate in and contribute to the Fourth Industrial Revolution and have the best possible chance at succeeding in a fast changing global  environment.

The Lekgotla takes place at the Birchwood Hotel and Conference Centre in Bardene, Boksburg.

His Excellency President Cyril Ramaphosa has on behalf of the Government and the people of South Africa congratulated Mr Felix Tshisekedi Tshilombo as President Elect of the Democratic Republic of Congo (DRC) after the confirmation by the country’s Constitutional Court.
 
President Ramaphosa has called on all parties and all stakeholders in the DRC to respect the decision of the Constitutional Court and commit to continue with a journey of consolidating peace, uniting the people of Congo and creating a better life for all. 
 
 President Ramaphosa also congratulated the people of DRC for conducting peaceful elections and commended them for exercising great restraint and   staying calm when waiting for the Constitutional Court to make a determination. And now that the highest Court in the land has ruled, all the people of   Congo and all stakeholders are urged to accept the outcome of the Court  and move on to consolidate democracy and preserve peace, stability and   security of the country. 
 
President Ramaphosa reiterated the need to respect the sovereignty and territorial integrity of the DRC in keeping with UN Charter, the AU Constitutive Act and the SADC Treaty.
 
Further, President Ramaphosa emphasised the need for the full implementation of the Peace, Security and Cooperation Framework in the DRC and the Great Lakes Region.
 
President Ramaphosa concluded by assuring the President Elect and the people of the DRC of South Africa's continued commitment to support them in the journey to peace, stability, security and development.

President Cyril Ramaphosa has today, 21 January 2019, embarked on two working visits and a state visit that will encompass global discussions on the future of work, global governance and partnership in an age of rapid technological change, and reinforcement of South Africa’s relations with   India.

The government and people of the Republic of India will host President Ramaphosa as Chief Guest at India’s 70th Republic Day Celebrations on Saturday, 26 January.

President Ramaphosa will begin his international visits in Geneva, Switzerland, tomorrow, 22 January 2018, in his capacity as Co-Chair – with Swedish  Prime Minister Stefan Löfven - of the International Labour Organisation’s (ILO) Global Commission on the Future of Work.
 
The Commission will launch its highly anticipated Report On The Future of Work at the ILO headquarters in Geneva tomorrow.

The report lays the foundation for global action on the challenges that governments, business and labour face amid the convergence of developments in the digital economy, climate change and cyclic economic trends.

Following his address to the ILO, President Ramaphosa will travel to Davis-Klosters, Switzerland, where he will lead Team South Africa’s participation in the annual meetings of the World Economic Forum (WEF) scheduled from 22 to 25 January.

The 2019 gathering is themed “Globalization 4.0: Shaping a Global Architecture in the Age of the Fourth Industrial Revolution” and brings together heads and members of more than 100 governments, top executives of the 1 000 foremost global companies, leaders of international organisations and relevant non-governmental organisations, and cultural, societal and thought leaders, among others.

The Davos discussions will explore how technological advances are impacting on or giving rise to new systems of health, transportation, communication, production, distribution, and energy, and the changes required in education and other programmes to prepare workers for this economic revolution and accompanying social changes

The. 2019 World Economic Forum is a platform for Team South Africa to engage and update the international community, including investors, on the path of renewal and growth on which the country has embarked.

It is also a platform for South Africa to showcase investment and trade opportunities.

The Forum enables Team South Africa to contribute to global dialogue on key issues facing humanity and to engage on key opportunities that are emerging.

Team South Africa comprises leadership of government, business, labour and civil society at large.

Following the conclusion of the World Economic Forum programme, President Cyril Ramaphosa will travel to New Delhi in the Republic of India for a State Visit on 25 January 2019.

South Africa and India enjoy a Strategic Partnership and bilateral relations anchored by a deep and shared history of friendship and solidarity.

India is currently South Africa’s second largest trading partner in Asia and ranks among South Africa’s top 10 trade partners. In 2017 bilateral trade reached R107 billion (approximately $8 billion). Trade for the period January to November 2018 totalled R101 billion.

Indian investments in South Africa currently stand at US$8 billion and, have created an estimated 18 000 jobs. There are 130 Indian companies that have invested in South Africa, including TATA (automobiles and hotels), Mahindra (automobiles), Cipla (pharmaceuticals) and the Bank of India. South Africa’s total investment in India increased to R10,3 billion (approximately $800 million) in 2017.

South African companies that have invested in India, include SASOL, FirstRand, Old Mutual, ACSA, Shoprite and Nandos.

President Ramaphosa will be accompanied by a business delegation to further enhance trade relations between the two nations.

South Africa and India share a common vision on a range of global issues and domestic challenges. Many of the common foreign policy objectives which both countries share are pursued multilaterally, especially through South-South initiatives and close cooperation existing within the G20, BRICS, IBSA, and IORA. The two nations will further solidify relations with agreements on Higher Education and Training, Arts and Culture, Home Affairs, Defence and Energy among others to be signed.

Following the January 25 State Visit, President Ramaphosa will be honoured as Chief Guest at India’s 70th Republic Day Celebrations on 26 January 2019 in New Delhi.

President Cyril Ramaphosa has paid tribute to longstanding diplomat and activist Ambassador Dumisani Khumalo who has passed away at the age     of 71.

The President has extended his sincerest condolences to the family, friends and comrades of Ambassador Khumalo in South Africa and elsewhere.

Ambassador Khumalo served as South Africa’s Permanent Representative to the United Nations (UN) in New York from 1999 to 2009, a period during which he represented South Africa during its first tenure on the UN Security Council from 2007-2008.

Ambassador Khumalo also served as co-chair for the establishment of the UN Human Rights Council; and was chair at the UN of the Non-Aligned Movement (NAM), the Southern African Development Community (SADC), and the Group of 77 plus China.

As an anti-apartheid campaigner, Ambassador Khumalo played an influential role in the process that led to the UN’s declaration of apartheid as a crime against humanity.

President Ramaphosa said: “South Africa and the international community shares this great loss with the family and friends of Ambassador Khumalo".

“We will remember this outstanding patriot, activist and consummate diplomat for influencing and guiding the global debate on apartheid and for asserting South Africa’s role in the global community during the early years of our democracy".

“Thanks to his passion for our country, Ambassador Khumalo was instrumental in South Africa’s transition from a Pariah state to a partner to the international community".

“Ambassador Khumalo flew the flag not just for his own country, but for the SADC region, African and the nations of the Global South. He also championed the cause of building a multilateral system of global governance that would advance inclusion, fairness and peace among the nations of the world".

“His dedication and tenacity has ensured that South Africans and people around the world live in a better world today”, concluded President Ramaphosa.

President Cyril Ramaphosa has this morning, 22 January 2019, arrived in Geneva, Switzerland to launch the International Labour Organization’s Global Commission on the Future of Work Report.

President Ramaphosa and Swedish Prime Minister Stefan Löfven are co-chairs of the 27-member Global Commission that has been tasked to identify challenges and make recommendations that will sustain and protect the livelihood of workers around the world amid the proliferation of the   fourth industrial revolution, climate change and the changing world economic cycle.

The Global Commission’s report will be launched at the ILO headquarters and will form part of this United Nations agency’s centenary year. The ILO has  since its founding in 1919 advocated for social justice and promoted decent work in all of its 187 member states.

The President has, since his appointment in May 2018 as co-chair Global Commission, hosted the Presidential Jobs Summit and the South Africa International Investment Conference in October 2018.

These forums sought, among other objectives, to strengthen inclusive planning in protecting and creating sustainable livelihoods in an era of rapid technological change and climate impact, and attract investment that will yield returns in a fast-evolving digital economy.

More recently, government and social partners introduced a national minimum wage which sets an historic precedent in the protection of low-earning workers and provides a platform for reducing inequality in society and decreasing huge disparities in income in the national labour market.

President Ramaphosa will engage with the ILO ahead of leading Team South Africa to Annual Meetings of the World Economic Forum - a gathering of world leaders in government, business and civil society - in Davos, Switzerland, from 22 to 25 January 2019.

For the ILO engagement President Cyril Ramaphosa will be accompanied by the Minister of Labour, Ms Mildred Oliphant.

President Cyril Ramaphosa has assured the international community and potential investors that South Africa is on a path of renewal and growth as the country strengthens partnerships and collaboration domestically and internationally for inclusive economic growth and development.

President Ramaphosa provided this assurance at the World Economic Forum (WEF) in Davos, Switzerland, where he led the participation of Team South Africa comprising government, business and labour.

President Ramaphosa concluded his Working Visit to Switzerland yesterday, Thursday, 24 January 2019, and embarked on a State Visit to the Republic  of India where Prime

Minister Narendra Modi has honoured President Ramaphosa with the designation Chief Guest for India’s 70th Republic Day celebrations which will take place this coming weekend.

The State Visit will also entail focused engagements on the strengthening of relations between South Africa and India in a broad range of sectors involving cooperation between the two governments and between the private sectors in the two BRICS member states.

With regard to the World Economic Forum, the 2019 deliberations among global leaders in government, business and civil society focused on the theme “Globalization 4.0: Shaping a Global Architecture in the Age of the Fourth Industrial Revolution”.

The Annual Meeting of the World Economic Forum was a platform for South Africa to contribute to global debates and to help shape responses to challenges in the global economy, while presenting South Africa as an investment destination, trade partner and advocate of multilateralism that is undergoing a process of renewal and growth.

President Ramaphosa participated in various high-level discussions and held discussions with global leaders of government and the corporate sector.

President Ramaphosa and Team South Africa drew international attention to the turnaround unfolding in South Africa after nearly a decade of 
economic stagnation and political paralysis.

A central element of the turnaround is the pursuit of higher levels of domestic and international investment, especially in key industrial sectors and technology, and the skilling of the labour force for the demands of the digital economy.

Providing potential investors of South Africa’s enhancement of the investment climate, President Ramaphosa pointed out that government has:

- finalised the Mining Charter, following consultation with business, labour and communities, which has reduced much of the uncertainty that has held back mining investment;
- concludes 27 outstanding power-purchase agreements with independent power producers, which will create an estimated 61,000 jobs and enable investments of around R56 billion;
- outlines the process for the allocation of broadband radio spectrum;
- ensured a sustainable approach to energy planning by updating the Integrated Resource Plan for consideration by Parliament;
- revised the Public Procurement Bill to allow small, township and rural firms to participate more effectively in public procurement;
- established a panel to advise government on measures to effect fair and equitable land reform that will increase agricultural output and create employment.

In addition, the President said the Commission of Inquiry into State Capture was unearthing important information about the nature and extent of state capture. This would assist South Africa in ensuring that nothing of this nature was allowed to happen again and that those responsible were held accountable.

In line with the WEF 2019 theme, the President said that there was an opportunity to harness the power of innovation to transform the South African economy in the Fourth Industrial Revolution. “Given the country’s medium level of economic sophistication and diversification, there is wide scope for adapting foreign technologies and turning private R&D into a more powerful driver of corporate profitability and economic growth. We are implementing reforms to increase investment in mobile and fixed broadband infrastructure, through strengthening competition among internet service providers, and improving the quality and reducing the price of ICT services.”

Government and social partners will in due course reflect on the WEF deliberations and identify the opportunities the country can pursue and the challenges it has to address, based on the global debates at Davos.

2. President Ramaphosa was accorded a ceremonial welcome on January 25, 2019 at the forecourt of the Rashtrapati Bhawan, New Delhi. President  Kovind is hosting a banquet dinner on January 25, 2019 in honour of the visiting President of South Africa. President Ramaphosa accompanied by Dr. Motsepe also paid respects to the Father of the Nation, Mahatma Gandhi at Rajghat whose 150th birth anniversary is being celebrated both nationally  and internationally.

3. President Ramaphosa and Prime Minister Modi held delegation level talks at Hyderabad House on January 25, 2019. The two leaders held discussions in the spirit of the strategic partnership, strong friendship and historical links between the two countries. Both leaders acknowledged the significance of the 100th birth anniversary celebrations of Nelson Mandela and the 150th birth anniversary celebrations of Mahatma Gandhi as an invaluable legacy of peace, non-violence and compassion.

4. President Ramaphosa and Prime Minister Modi jointly addressed the India-South Africa Business Forum on January 25, 2019, with a focus to grow business ties between the two countries. President Ramaphosa also delivered the inaugural IBSA Gandhi-Mandela Freedom Lecture, in the presence of Prime Minister of India.
5. During the visit, a Three-Year Strategic Programme of Cooperation (2019-2021) was signed by the two sides, aimed at further enhancing the strategic partnership between the two countries.

6. During the visit, Prime Minister Modi and President Ramaphosa:

• recalled the Strategic Partnership established between India and South Africa through the Red Fort Declaration of March 1997 and the Tshwane Declaration of October 2006. 
• expressed satisfaction at the deepening and widening of this comprehensive bilateral partnership. 
• emphasized the need to further deepen relations in the political, economic, defense, scientific, consular and socio-cultural spheres.  
• agreed that the 10th Session of the India-South Africa Joint Ministerial Commission will be held in 2019 in New Delhi led by the Foreign Ministers of both the countries. 
• expressed satisfaction at the steady pace of cooperation in the defence sector encompassing a wide range of engagements including defence production, joint collaboration, manufacturing, research and development, training and joint exercises.
• recognized the importance of increased bilateral naval cooperation and closer synergy within the context of Indian Ocean Naval Symposium (IONS) which, by keeping the sea lanes secure against illegal actors, will ensure unhindered passage for trade and continued prosperity of the entire Indian Ocean Region. 
• acknowledged the increasing engagement between the two navies in recent years which inter alia has translated to increased interactions in maritime operations and training. PM Modi welcomed the participation of the South African National Defence Force in the First Multinational India-Africa Field Training Exercise (IAFTX) in March 2019 at Pune, India. 
• welcomed the holding of the inaugural meeting of the Joint Working Group on Trade and Investment (JWGTI).
• welcomed the significant investment and presence of a large number of Indian companies and business entities in South Africa and the growing number of South African investments in India. In this regard, agreed to enhance bilateral investments between the two countries within the context of the Memorandum of Understanding between Invest SA and Invest India on enhancing bilateral investment relations.
• agreed to cooperate, share best practices, technology and expertise on the Ease of Doing Business Reform Programme. 
• committed to expanding cooperation in the fields of trade and investments between business entities in South Africa and India 
• agreed to cooperate in the field of Small and Medium Enterprises (SMEs) which play an invaluable role in job creation and creating trade and investment opportunities.
• acknowledging the holding of the first India-South Africa Business Summit in South Africa in April 2018 and the Invest in India Business Forum in November 2018, invited the private sectors to invest in key economic sectors of India and South Africa 
• agreed that both countries should explore solutions aimed at boosting trade and investment. In this context, President Ramaphosa agreed to simplify and reform South African business visa regime.
• acknowledged the impressive progress achieved in cooperation in Science and Technology and innovations. 
• agreed to enhance cooperation in the field of the Oceans Economy and to cooperate in multilateral forums on the Blue Economy including in the framework of Indian Ocean Rim Association (IORA).
• expressed satisfaction at the growing cooperation in the energy sector, and the potential to expand cooperation in the renewable energy sector as well as oil and gas. 
• agreed to strengthen cooperation in the area of mining, deep mining and mineral beneficiation.
• acknowledged that the International Solar Alliance (ISA) is a common platform for cooperation among solar resource rich countries. India invited South Africa to join the ISA.

• agreed to work towards addressing skills development through the investment of resources and exchange of best practices.
• welcomed the setting up of the “Gandhi – Mandela Centre of Specialization for Artisan Skills” in South Africa with Indian assistance.  
• Decided to further strengthen academic engagement between institutions on both sides. President Ramaphosa appreciated India’s contribution to the higher education of South African youth through the fully paid scholarships offered under the ICCR and short term training programmes under IAFS and ITEC Schemes.
• the two sides further agreed to conclude an MoU on Cooperation in Higher Education.
• lauded the valuable contribution of the people of Indian origin in South Africa. 
• expressed the desire to broaden people-to-people interactions and to increase two-way tourism by addressing challenges with regard to consular and immigration related issues. In this context, the two sides agreed to conclude an agreement on simplification of visa requirements.
• expressed their intent to explore avenues to resume direct air connectivity between South Africa and India.
• welcomed the launching of “India for Humanity” initiative by India in the context of Gandhiji’s 150th birth anniversary to provide artificial limbs by “Jaipur Foot” and welcomed India’s offer to hold a camp in South Africa. 
• underscored the need for continuing consultations and the exchange of views between South Africa and India in order to build partnerships in multilateral forums and to ensure that the agenda of the South is prioritized.
• committed themselves to promoting reformed multilateralism through cooperation and coordination at multilateral fora and in international organisations.
• committed to cooperate in all relevant multilateral forums through the groupings of  G20, BRICS, IBSA, BASIC, NAM, WTO and the Commonwealth, as well as the strengthening of the Indian Ocean Rim Association (IORA).
• reaffirmed their commitment to enhance the voice and representation of emerging and developing economies, including those in Africa, in the decision-making bodies of multilateral institutions.
• Prime Minister Modi congratulated South Africa on becoming a non-permanent member of the UN Security Council for 2019-20 and assured South Africa of India’s support in the performance of its responsibilities in this role.
• welcomed the successful holding of the BRICS Summit in Johannesburg in July 2018, agreed to further enhance cooperation and coordination within BRICS with a view to reform and enhance global political and economic governance.
• Congratulated Brazil on taking over as Chair of BRICS for 2019 and reiterated their support for Brazilian Chairmanship.
• welcomed the holding of 15 events by IBSA countries in the context of the 15th anniversary of IBSA partnership.
• expressed concern at the slow pace of UN reforms and committed themselves to securing their representation in an expanded UN Security Council to achieve a more representative and equitable UN Security Council Membership. 
• underlined the need for jointly working towards reform in the global governance architecture such as WTO, international financial systems etc. in order to advance a development-centered agenda that promotes inclusive growth. 
• reiterated their commitment to working together on strengthening cooperation to address fugitive economic offenders, including through international organisations and institutions such as G20, FATF and others. 
• agreed that terrorism constitutes a serious threat to international peace, security and stability and that no country is immune to the threat that terrorism represents. 
• noted the need for concerted action by the global community against terrorism through early agreement and adoption of the UN Comprehensive Convention on International Terrorism, as well as the implementation of the United Nations Global Counter-Terrorism Strategy in a balanced and integrated manner.
• condemned terrorism in all its forms and manifestations regardless of its motivations, whenever, wherever and by whosoever committed. 
• welcomed signing of 2 MoUs between a leading policy research institute of India, namely, Research & Information System for Developing Countries (RIS) based in Delhi with two premier South African think tanks, namely, the Institute for Global Dialogue (IGD) in Pretoria and South Africa Institute for International Affairs (SAIIA) in Johannesburg. The 3 research institutions would carry forward work under track 1.5 and, among other things, focus on areas to further promote practical cooperation with Africa identified in Delhi Declaration 2015 at the end of 3rd India Africa Forum Summit.

7. President Ramaphosa expressed his gratitude to the Government and people of India for the warmth and generous hospitality extended to him and his delegation during the visit, and extended an invitation to Prime Minister Modi to pay an official visit to South Africa on mutually convenient dates.

President Cyril Ramaphosa has conveyed his condolences to the family, friends and comrades of trade unionist Mr Cedric Gina who passed away today, Monday 28 January 2019, at the age of 48.

Mr Gina - a founding member of the Liberated Metalworkers Union of South Africa (Limusa) and former president of the National Union of Metalworkers South Africa - passed away in Addington Hospital, Durban, after two months of illness.
 
Extending his condolences to Mr Gina’s family, friends and comrades, President Ramaphosa said: “It is sad to learn of the death of a youthful, talented and  dedicated leader of the working class and society at large.

“The labour movement and our country in general has been deprived of benefiting from the full potential of Cedric Gina’s contribution to our society and to the betterment of the status of workers in our economy.

“Mr Gina’s role in constructing a social compact since the dawn of our democracy is indelible. May his soul rest in peace.”
